I expect you'll need to have +16 in your time offset field (as I'm in GMT/UTC/Zulu and need +4). But even then the times should show local time for the reader, not the poster. Unless they're one and the same animal.

This is what also got me confused at first, as I set my times to GMT +11 (due to daylight saving), only to find that the +11 was not from GMT/UT.
The time-zone of the board appears to be GMT/UT -4.

As the forum's native timezone is GMT-0400 I guess that probably makes it based in eastern Canada or South America? IIRC, east coast USA is GMT-0500?

Hmm, ok. So it's clear I haven't a clue what I'm talking about. Visual Route shows it based in Houston, Texas. Although... that's a co-lo hosting site, so I could be right. Bah, I'm being a geek. I'll get back in my box now.

A little test of my own...It's weird that the time is not a number of HOURS off, but rather minutes. Hmmm
And leo...I figured I'd be the only north american up at 6:30 in the morning!! (I'm trying to win a pepsi ipod, and the later you stay up to apply, the better the odds)

It seems to be ~4 minutes out, right?
This is simply an indication that you have the timezone right, but that the server's clock is out. Remember it's showing the time from the web server, not from your PC.
