In our church we have a freemason who boasts loudly about all the things he does as a mason but is now behaving in a most unbecoming way and has even behaved very unpleasantly to one of our ministers. It seems to me that his conduct is putting freemasons in a bad light. Is this something which I as a non-mason (my grandfather and father were but I am barred by the terms of my employment from being a freemason) can complain about and if so, to whom.

It is worth bearing in mind that Freemasons are allowed to hold personal opinions, and if all he is doing is expressing an opinion, like any other citizen, then he is doing nothing wrong.
If you think he is breaking the law then that is a matter for various law enforcement bodies.
If you think he is threatening to break the law then I would imagine you should tell him so.I'd also like to mention that (if you live in a western democracy) under Human Rights legislation, no company can bar you from becoming a Freemason. That is against the law and that would be a matter for Law Enforcement.

If the poor behavior is in church events or premises then I suggest that you complain to the church.

It is not likely that he is in Church acting in any capacity as a Freemason so you should explain to him (to his face) what you think is wrong about his behaviour.
