My understanding is that the Rite known abroad as The Scottish Rite is governed in England by the Supreme Council of the Ancient & Accepted Rite for England & Wales (this is often referred to in E & W as the Rose Croix).
They are not the same, because to join the A+A for E & W one must be a Christian, whereas the Scottish Rite based at Charleston allows any theist to join.
I believe that there are some organizations that include the 33 degrees of the Scottish Rite as a part of their degree portfolio. For example, if you joined the Typhonian OTO then I think you would eventually be elevated to the 33°. I am not exactly sure how it works.
In E & W there may also be a residual Rite of Memphis & Mizraim, which has 95° and includes the 33° of the Scottish Rite. Of course, most of these degrees will be awarded in blocs and in name only.
Essentially, the Ancient & Accepted Rite for England & Wales liked the concept of the 33° of the American/French Scottish Rite, but adopted it only with the addition of Christianity and the subtraction of the word Scottish.
I think one would have more chance of joining the actual Scottish Rite in France, the netherlands or Malta, or of course the USA. Joining in the USA would have the advantage of a potentially very rapid promotion up to 32°.
